No — it's a common myth with no scientific basis. Dogs age rapidly in their first two years (a 1-year-old dog is equivalent to ~15 human years) and more slowly after. How do you convert cat age to human years?
A 2021 veterinary consensus: Year 1 ≈ 15 human years, Year 2 adds ~9 more (total 24), then each subsequent year ≈ 4 human years. A 5-year-old cat ≈ 36 human years. A 10-year-old cat ≈ 56. The oldest verified cat (Creme Puff) lived to 38 years — equivalent to about 168 human years.
